PUT HOUSING POVERTY ON THE MAP

Mapping housing poverty is a Just a Change initiative to increase awareness on this problem. To this end, and together with Wiimer (an AI and Data Analytics consultancy), we developed the first analytical model in Portugal – the Housing Poverty Index

This formula combines data available from public entities and the experience gathered by Just a Change on the ground.

The Housing Poverty Index (HPI) creates an aggregate view of various factors that we consider to contribute to a greater presence of housing poverty in a given geographic area.
These factors are grouped in three sub-indexes:
– Housing Conditions
– Economic Accessibility
– Climatic Contidions

Furthermore, we have compiled concrete examples of homes in Portugal that exhibit fragile conditions – the Reported Houses Index.
This index is based on the cases that need help and are identified to Just a Change,

HOW TO EXPLORE THE MAP?

1. In the beginning, you can see a summary of the entire country with the results of the mapping process

2. By clicking on the green box “Housing Poverty Index”:

– You can zoom in on the map to see the results for each municipality;
– Each blue circle corresponds to the Housing Poverty Index (HPI). The darker the color, the higher the HPI;
– To know the exact value of the HPI, type the name of the municipality in the corresponding filter on the left or look it up in the table on the right side;
– To expand the information for each district, simply select the square symbol in the first column of the table.
– The filters on the left allow for more specific analyses. For example: “I want to know the municipalities in Aveiro with an HPI of 3;
– To find out which data makes up each Sub-Index, click on the blank titles at the top of the map.

 

3. To explore the Reported Houses Index:

– Return to the beginning by clicking the “home” button in the upper right corner;
– Click on the button “Reported Houses Index”;
– The map on the left reflects the extent of requests for help that reach Just a Change;
– The map on the right shows the % of identified houses that have been visited by Just a Change;
– There are many municipalities without houses identified for rehabilitation. If you know of a house in need, please report it here.

 

4. To compare the two indexes:

– Click on the title “HPI vs RHI” at the top of the map;
– Each circle corresponds to a municipality and its color identifies the district where it belongs to;
– The larger its size, the greater the number of reported cases;
– The graph relates the two indices through the position of each circle in relation to its axes;
– The municipalities with higher numbers of registered houses (RHI) are located at the top of the graph;
– The municipalities with higher numbers of Housing POverty (HPI) are located on the right side of the graph;
– The dashed lines represent the medians, making it possible to see how each municipality compares to the others.

This map is an open and interactive tool, created with the purpose of letting anyone learn more about the problem that drives Just a Change. It was developed in partnership with Wiimer, a consulting firm specializing in data analysis, as part of the “Dots of Change” project.
